Nonprofit Planning & Administration LLC (NPA) is an Atlanta-based fractional nonprofit management and compliance consulting firm founded in 2003 by Nina Packer. For more than two decades, NPA has served as the organizational backbone for tax-exempt organizations across the Southeast and beyond — providing the compliance infrastructure, operational systems, governance frameworks, fundraising strategy, and philanthropic counsel that enable nonprofits to operate with legal integrity, institutional strength, and mission clarity.
NPA's primary clients are established nonprofit organizations operating at or toward a budget of $2.5 million or greater — organizations with the scale, complexity, and stakeholder accountability that demand institutional-grade management, but that cannot justify the cost of a full executive infrastructure team. Through a fractional engagement model, NPA delivers the combined expertise of a Chief Operating Officer, Compliance Director, Development Strategist, and Governance Advisor through a single, coordinated relationship.
